Iraq's interim Prime Minister Ayad Allawi announces his candidacy for prime minister of a new transitional government. The secular Shiite's alliance captured 14 percent of the vote in the Jan. 30 elections, and he faces tough competition from the Shiite politicians who captured the largest share of the votes.
