Moscow Mayor Serious About Weather Forecasts

Everyone complains about the weather and the weather forecasts. Now the mayor of Moscow is doing something about it. Mayor Yury Luzhkov proposed this week imposing fines on the Moscow Weather Bureau when its predictions turn out wrong. He was quoted by local radio as saying "We're paying. We want to get a quality product, and all we get is..." and then he used the Russian word for B.S. The Moscow Weather Bureau insists it is 94 percent accurate.
