After hearings in six cities, a task force of state legislators issues a report critical of aspects of the Bush administration's No Child Left Behind effort. Minnesota state Sen. Steve Kelley co-chaired the task force and offers his views. So does Katie Haycock, executive director of the Education Trust in Washington, D.C., a strong supporter of No Child Left Behind.
