Powell Leaves Mixed FCC Legacy

Michael Powell leaves his job as head of the Federal Communications Commission. During his tenure, Powell oversaw a controversial media consolidation, the Janet Jackson wardrobe malfunction and a new atmosphere of fear concerning obscenity. He leaves behind blurred lines of decency, a confused public and a hesitant broadcast industry
