The death toll from Wednesday's explosion at the British Petroleum refinery in Texas rises to 15 with the discovery of one more body. The cause of the blast at the nation's third-largest oil refinery is not yet known. The BP plant, which produces three percent of the U.S. gasoline supply, is operating at 95 percent capacity.
