A deadline arrives for the Environmental Protection Agency to announce a new rule designed to clear up haze in national parks and wilderness areas. The regulations have been in the works for almost a decade. Now they are the focus of a furious last-minute lobbying effort by the energy industry, which wants to delay the rule once again.
