This past week, the chairman and ranking minority member of the House ethics committee failed to reach an agreement on how to handle a potential investigation of House Majority Leader Tom DeLay. Norm Ornstein of the American Enterprise Institute notices that this debate is different from ethics controversies of the past, arguing that the basic integrity of the House of Representatives is at stake.
