Bolton Vote to Proceed Without Recommendation

Unable to muster a majority vote for a positive recommendation on John Bolton as ambassador to the United Nations, the Senate Foreign Relations Committee sends the nomination to the Senate floor. The committee has been examining Bolton for months.

Democrats said the fight over Bolton's nomination will continue on the Senate floor; they have not said whether they'll resort to a filibuster to stop that nomination.
