An association of British pubs is cracking down on happy hour. Offers that encourage excessive drinking will now be discontinued — such as deals where a single charge covers all you can drink. Arkansas might want to consider a similar move. Police there say a man was extremely drunk when he jumped out of his designated driver's car, grabbing for his cigarette as it flew out the window. The car was going 55 miles an hour. The man lived.
