The French will vote on ratifying the EU Constitution on Sunday. Polls suggest that the vote will be close, but the opposition has a narrow lead, and nearly a third of voters are still undecided. The European Union is currently without a constitution. All 25 Union members need to ratify the constitution for it to take effect.
