Norman Gray didn't believe it when police stopped him in Wheeling, W. Va., and told him to take off a Grinch mask he was wearing because it was against the law. He discovered it was very true, though, when they arrested him and confiscated the mask after he put it back on. Children are allowed to wear masks and so are adults — but only if they are safety gear, costumes for a theatrical production or Halloween.
