The U.S. Senate prepared Tuesday to debate the long-stalled, $11-billion energy bill. Alex Chadwick discusses the bill, and how opponents plan to battle with President Bush and Senate Republicans over some of the bill's most controversial proposals, with NPR congressional correspondent David Welna.
