A government oversight report says a test showed that one person on the FBI's most wanted list and nine murder suspects were able to get passports in a failure of the nation's passport processing system. The General Accountability Office says insufficient oversight by the State Department allows criminals, illegal immigrants and suspected terrorists to fraudulently obtain U.S. passports.
