News of a serious shortfall in funding for veterans' health care incenses Democrats and Republicans alike, as numbers were revised upwards from earlier estimates. Veterans Affairs Secretary Jim Nicholson acknowledged that the gap, once thought to be $1 billion, is closer to $2.7 billion.
