Reauthorizing the National Institutes of Health

It's been nearly a decade since the House renewed the law authorizing portions of the National Institutes of Health. While the NIH is politically popular, its periodic renewal bills have been stalled over fights over sensitive biomedical ethics issues. This year's bill would vastly restructure the NIH.
