Bush Urges Conservation, Warns of Shortages
President Bush asks Americans to use energy more efficiently in order to prevent fuel prices from shooting up in the wake of Hurricanes Rita and Katrina. He also signals a willingness to tap into strategic oil reserves -- but warns that the nation may still need to brace for shortages.
