Federal regulators are taking steps to protect the privacy of cell phone records in the wake of disclosures of just how easy it is for third parties to buy them.

A federal probe into the practice is announced this week, and the first federal ban on the sale of these records is introduced in the Senate.

But despite the actions, there's still no agreement on exactly who's responsible for solving the problem.
