The so- called "Quartet" of Middle East mediators — the United States, European Union, Russia and the United Nations — gathers in Amman, Jordan, to discuss ways to aid the Palestinians without going through ministries in the new Hamas-led government. The United States has cut ties with all officials linked to Hamas, which it considers a terrorist organization.
