STEVE INSKEEP, host:

An architect of American strategy in Iraq is fending off more calls for his resignation. Defense Secretary Donald Rumsfeld faces the criticism from several retired generals who served under him. One of the latest is John Riggs, who critiqued his former civilian leaders yesterday on NPR's ALL THINGS CONSIDERED.

General JOHN RIGGS (Retired, U.S. Army): I think it's that atmosphere of arrogance that caused them to think that they had the right answers. And quite honestly, they only need the military advice when it satisfies their agenda. And I think that's a mistake, and part of why I think that he should go ahead and resign.

INSKEEP: The Pentagon and the White House have defended Secretary Rumsfeld's performance.
