Bush to Outline Treatment of 'Enemy Combatants'

President Bush plans to speak again Wednesday about his administration's policies to pursue international terrorism suspects and punish nations that harbor them — part of a series of speeches leading up to the midterm elections.

The president is expected to focus on the prosecution of so-called "enemy combatants."
