President Bush's recent blitz of speeches are meant to highlight his administration's policies in fighting global terrorism — but is that a political help or hazard for Republicans as the midterm elections approach? One of the president's speeches revealed a secret CIA prison system to detain terrorism suspects, an admission with deep political implications.
