California Governor Eyes Emissions Standards

California Gov. Arnold Schwarzenegger announced expanded greenhouse gas emissions standards for the state in a speech Tuesday. Alexander Farrell, assistant professor in the Energy and Resources Group at the University of California at Berkeley, talks with Luke Burbank about what those standards might mean for the state and the nation.
