In his first news conference of the year, President Bush again makes his case for increased U.S. troop levels in Iraq.

The president acknowledged the debate in Congress over a non-binding resolution opposing his Iraq policy. But he said the important vote would be a different vote, one covering funding for the troops in Iraq.
