Halliburton's Dubai Move Raises Questions

Democratic lawmakers are condemning Halliburton's decision to open a corporate headquarters in Dubai. They say the oil-services giant is seeking a tax dodge. Halliburton says it's responding to opportunities in the region.

Congress has some questions about Halliburton's move to the Middle East.

Democratic lawmakers are condemning Halliburton's decision to open a corporate headquarters in Dubai and move its chief executive there. They say the giant oil services company is trying to dodge American taxes and avoid investigations into its contracting practices into Iraq.

Halliburton says it's responding to growing business opportunities in the Persian Gulf. A spokesman says the company will remain legally incorporated in the United States and will enjoy no tax benefits from this move. Analysts say the tax implications are unclear, and some lawmakers are still calling for hearings.
