Iraqi Inspectors

On Wednesday, U.N. weapons inspectors in Iraq begin the actual work of inspecting. They are looking for evidence that Iraq is — in the language of the U.N. — in material breach of the Security Council resolution passed earlier this month. But, in the opinion of commentator Joe Nye, who determines just what constitutes material breach is key. It can be hawks, looking for any opportunity to use military force; or doves, who won't want to respond to any finding with force; or owls, who are willing to use force when it's appropriate.
