A $500,000 reward was offered for information leading to the arrest and conviction of the Washington-area sniper. Now that two suspects are in custody, it could still take some time before anyone is able to claim any of that money. Maryland officials want to avoid any appearance that witnesses were paid before a trial. Robert Siegel talks with Dennis Kenney about the process of distributing reward money in this and other criminal cases. Kenney is a professor at the John Jay College of Criminal Justice in New York.
