Secretary of State Colin Powell spoke for ten minutes and then took questions about the U.S. Government response to Iraq's 12,000-page document outlining its programs to design and develop nuclear, biological and chemical weapons. Powell said that Iraq's declaration is full of omissions and fails to address long-standing issues.
