A study is out identifying major problems with how the Smithsonian Institution is being run. At the same time, an internal audit reveals, among other things, that the head of the Smithsonian racked up $90,000 in unauthorized expenses. Now one lawmaker on Capitol Hill wants to freeze any increases to the Smithsonian's budget.
