Obstacles Loom for Plan to Keep Troops in Iraq

In Iraq, there is increasing opposition to a security agreement currently being negotiated with the United States. American negotiators say that a deal can be reached by the July 31 deadline. But Iraqi lawmakers who must approve the "Status of Forces" pact aren't so sure.

The deal would provide a legal framework for the continued presence of U.S. troops in Iraq after a U.N. mandate expires at the end of the year. The major points of contention: immunity for U.S. troops and contractors; bases; money; airspace; and the length of the accord.
