Chicago is one of five cities trying out the new voluntary deportation program for illegal immigrants. Josh Hoyt, director of the Illinois Coalition for Immigrant and Refugee Rights, is not impressed with the supposedly "compassionate" program.

"This isn't an excuse for solutions," he tells Madeleine Brand, adding that it's simply a superficial product of the "political silly-season."
