EU Leaders Debate Action Against Russia

Leaders of the European Union held an emergency summit in Brussels Monday to discuss possible sanctions against Russia for its military action in Georgia, and its recognition of the South Ossetia and Abkhazai as independent states. Many EU members rely on Russia for gas and oil, playing into reluctance among some EU members to risk isolating Russia.
