Tuesday's panel discusses the use of handcuffs in Milwaukee schools; a rise in the infant mortality rate in the American South; a study calling lethal-injection drugs lethal "cruel;" and the $9 million awarded to a black man who suffered permanent brain damage at the hands of four white attackers.
