Texas Gun Training NPR's Kathy Lohr reports that Texas became the 28th state allowing their citizens to carry concealed weapons when their "right to carry" law went into effect.

Anyone who is 21 and over without a criminal record can carry a gun, if they pass the proficiency test. Law enforcement officials have prepared instructional tapes telling citizens what to do if they're stopped while carrying a concealed weapon and also telling police what to do when confronting a legally armed citizen.
