The group says most mayors surveyed say they are worried that welfare reform is going to cut into the funds they have available to help the destitute, and they note that they are the last hope for people in crisis. An official of the Department of Housing and Urban Development maintains that the rate of increase in homelessness is the smallest in 12 years. NPR's Phillip Davis reports.
