NPR's Peter Kenyon reports on the final debate and ultimate passage of the Senate's $792 billion tax cut. The measure, pushed by Republican leaders, differs from the version that passed the House and will thus have to go to a conference. Plans for working out a compromise on a bipartisan alternative have failed. President Clinton has said that a tax cut this size will result in a veto.
