NPR's Ted Clark reports from Shepherdstown, West Virginia, on the third day of the Israeli-Syrian peace talks. Procedural hurdles were settled Tuesday and President Clinton met jointly with Israeli Prime Minister Ehud Barak and Syrian Foreign Minister Farouk al-Sharaa Tuesday evening to encourage them to make progress on the substantive issues before them.
