Both made announcements this morning. President Clinton said gun makers would receive $600,000 in grants for research into "smart gun' technology that allows only the owner of a weapon to fire it. Bush, the Republican candidate to succeed Clinton, offered a $1 million dollar per year plan to distribute free trigger locks to gun owners in Texas.
