Jerusalem Plan NPR's Linda Gradstein reports that Israel has floated a new proposal for the status of Jerusalem in any final Israeli-Palestinian peace agreement. According to the newspaper Ha'aretz, Israel is proposing a compromise of sorts over the city that Israelis and Palestinians insist is their capital. The Israeli plan envisages keeping Jerusalem under Israeli sovereignty with an Israeli mayor while granting some measures of Arab rule in neighborhoods of East Jerusalem where Arabsare the majority.
