NPR's Barbara Bradley reports on continued criticism of the Justice Department and FBI for their handling of espionage cases and the arrest of Wen Ho Lee. Reports say an internal department memo cites failures by the FBI, including letting the Lee investigation idle for more than a year. Outside analysts say before the scandal broke, the FBI had made counter-espionage a lower priority than some criminal investigations. They also agree that, whether Lee was working for the Chinese or not, there surely are others in the nuclear weapons development system who ARE helping China.
