Republican House leaders have refused to allow consideration of the Shays-Meehan bill, which limits the amount of "soft-money" in political campaigns. So the bill's supporters have had to go the petition route to bring the bill to the floor. Today the 218th signature -- constituting a majority of House members -- made it to the discharge petition. But opponents still have delaying tactics at their disposal.
