Los Angeles Gangs NPR's Mandalit del Barco reports that after a lull in the late 1990s, gang violence is on the rise in the streets of Los Angeles. There were 63 gang-related murders in the city in January and February alone, more than triple the rate two years ago. Observers blame the unraveling of truces forged a decade ago, a surge in former gang members getting out of prison and troubles at the L.A. Police Department that make it hard to find new recruits.
