NPR's Lawrence Sheets reports from Moscow where the head of the U.N.'s nuclear watchdog agency said today it was time for Iraq to begin "active" rather than "passive cooperation" with U.N. weapons inspectors. The official, Mohammed el-Baradei , met with Russian officials. The Kremlin says it's sending the foreign ministry's top Iraq expert to Baghdad, hoping to secure a diplomatic solution to the dispute over Iraqi arms.
