NPR's Michele Norris talks with Paul Heinbecker, Canada's Ambassador to the United Nations. They discuss Canada's proposal to impose a disarmament deadline on Iraq. There would be a timetable for meeting specific goals and the inspectors would give a final report to the Security Council March 28. At that point, should the inspectors find the Iraqi government to be in non-compliance, force could be used.
