A federal appeals court in San Francisco postpones California's Oct. 7 recall election, ruling that it is "not acceptable" for six of the state's 58 counties to use punch-card voting machines. The court says 44 percent of the electorate would be forced to use machines that it says are outdated and error-prone. Hear NPR's Richard Gonzales.
