Commentary: Food Stamps and Medicare

NPR's Daniel Schorr says that food stamp programs have enjoyed bipartisan support in the years since their introduction. When new Agriculture Department rules threatened to reduce food stamp entitlements in favor of Medicare discounts, the uproar was enough to cause the Agriculture Department to rescind those rules.
