Texas Republican Rep. Randy Neugebauer says he was the lawmaker who shouted out "baby killer" when Rep. Bart Stupak, whose vote was crucial to passage of the health care bill, spoke on the House floor Sunday evening. Melissa Block and Robert Siegel explain what happened.

ROBERT SIEGEL, host:

Last night, as anti-abortion Democrat Bart Stupak spoke on the House floor in defense of the health bill, someone yelled this...

Representative RANDY NEUGEBAUER (Republican, Texas): ... a baby killer.

SIEGEL: It's very, very hard to make out. We'll play it one more time.

Rep. NEUGEBAUER: ... a baby killer.

SIEGEL: Well, people in the chamber could hear the words baby killer, people on both sides of the aisle. And the shouter himself came forward today. It was Texas Republican Randy Neugebauer. He issued a statement expressing deep regret that his actions were, in his words, mistakenly interpreted as a reference to congressman Stupak.

Neugebauer claims instead that he yelled: It's a baby killer - "it" being the agreement reached by Democrats on abortion.
