        John Spratt, first elected in 1982, is one of Congress' Old Bulls who often finds himself on the GOP hit list but never gets close to being toppled. This year, however, Republicans think they have the right candidate in state Sen. Mick Mulvaney, who blames the Democrats, and specifically Spratt, the House Budget Committee chair, for the nation's economic decline. -Ken Rudin
