NPR's Vicky O'Hara reports that the United Nations is preparing to send a mission to Iraq to assess the feasibility of elections to transfer power from the U.S.-led military coalition. The challenges are immense, in part because time is so short to make a decision on a formula for a transfer of power to a provisional Iraqi government.

Team Details N. Korea Trip

An unofficial U.S. delegation of scientists and congressional aides that visited North Korea last week begins to share its observations from the trip, which included a visit to the country's main nuclear facility at Yongbyon. Files Detail 1967 Israeli Attack

Declassified documents from the Johnson presidency shed new light on the 1967 Israeli attack on a U.S. Navy intelligence ship. The attack, which killed 34 U.S. sailors on the USS Liberty, occurred during Israel's Six Day War with its Arab neighbors, when the Liberty patrolled international waters near Egypt. Israel has maintained the attack was an accident. NPR's Vicky O'Hara reports.

U.S. Accused of WMD Distortion

A Washington-based think tank issues a report charging that the Bush administration "systematically misrepresented" the threat posed by Iraq's program to develop weapons of mass destruction. The Carnegie Endowment for International Peace says Iraq's weapons program posed no imminent threat. Secretary of State Colin Powell maintains there was no distortion of the facts. As 2003 began, the Bush administration made it clear the United States would go it alone in Iraq, if necessary. This policy came after the administration had unilaterally abandoned the Kyoto Accords, the ABM Treaty and the International Criminal Court in preceding years. But as 2004 begins, White House policy has a distinctly multilateral character, from handling the North Korea crisis to sending James Baker to Europe and Asia. NPR's Vicky O'Hara reports.

U.S. Group Hopes for Visit to N. Korean Nuke Site

A delegation of Americans plans to visit North Korea next week, and there is a possibility the group will be allowed to visit the country's main nuclear complex. If so, they would be the first outsiders to see the facility since North Korea expelled U.N. nuclear inspectors about a year ago. The trip is not sponsored by the U.S. government, and takes place as the United States and four other governments are trying to arrange a date with North Korea for another round of talks about its nuclear weapons program. Baker Returns to U.S. with Iraq Pledges

U.S. envoy James Baker returns to the United States after obtaining pledges from many of Iraq's major creditors to forgive billions of dollars in debt. The former secretary of state visited Asia and Europe in an effort to ease Iraq's $120-billion debt burden. The White House calls Baker's attempts "productive." NPR's Vicky O'Hara reports.
