The Bush administration is expected to ask Congress for a significant increase in funds for the reconstruction of Iraq. U.S. Iraq administrator Paul Bremer says he is seeking another $3 billion. Secretary of State Colin Powell says the United States will seek a new U.N. Security Council resolution that might convince more countries to contribute troops to stabilization efforts in Iraq. The U.N. Security Council approves a U.S.-backed resolution that recognizes the creation of an interim governing council in postwar Iraq and mandates a formal U.N. mission to provide humanitarian aid to the Iraqi people. U.S. Official Blasts N.Korea

A top U.S. arms negotiator says North Korean leader Kim Jong-il is a tyrannical dictator who lives like royalty while much of his country lives in a "hellish nightmare." John Bolton's comments come amid uncertainty over prospects for new talks on North Korea's nuclear weapons program. Washington has said it will meet with North Korea only in a multilateral forum. Iraq Council Delegates at U.N.

At the U.N. Security council, three delegates of Iraq's U.S.-appointed governing council outline an ambitious reform program for the nation, from politics to education to the justice system. Most Security Council members welcome the appointment of the governing council, but call for a timetable for ending the U.S. military occupation. NPR's Vicky O'Hara reports.

A contingent of U.S. Marines arrives in the Liberian capital to reinforce security at the U.S. embassy after it is hit by mortar shells. Rebel troops in Monrovia have been battling forces loyal to President Charles Taylor for three days, forcing tens of thousands to flee. U.S. Hesitates to Send Troops to Liberia

The United States has promised assistance to Liberia, but has not said what form that will take. Officials from the US and the group of West African nations known as ECOWAS have agreed that the West Africans will form the vanguard of a peacekeeping force in Liberia. But West Africans have a poor record as peacekeepers, including rape and massive killings. NPR's Vicky O'Hara reports.

Iraq Rebuilding Criticized

A team of analysts who studied re-construction efforts in Iraq at the request of the Pentagon finds serious shortcomings in the current U.S. operation in Iraq. They say one of the problems is that the Pentagon is in charge of reconstruction, a role it has not played in previous post-conflict situations. NPR's Vicky O'Hara reports.
