The operation resulted in charges against 400 people for fraud. Martino's unit set up a "wellness clinic" in a sting to catch owners of medical supply companies and clinical laboratories that offered kickbacks for exaggerated or false documents. Those documents were used to defraud health insurance companies Medi-Cal and Medicare.
